The civil defense plan is prospective organizational, engineering, economic, financial, social, educational and scientific set of measures implemented to ensure that disaster response or disaster threat, as well as support the national defense system needs in the event of a military invasion or beginning of the war.

Civil defense plans provide:

• At the national level - Ministry;
• At the local level - local government council chairman;
• The level of commercial companies - commercial manager;
• The level of individual entrepreneurs - sole proprietor.

The civil defense plan is required in merchant objects and in establishments where the body is a sensitive subject, or consists of more than 50 people. If more than one office are in one building, the civil defense plan developed by each institution that meets those conditions.

 Civil defense plans have to be confirmed with the national fire and rescue service territorial departments under Ministers Cabinet Regulation No. 423 "Local governments, entrepreneurs and institutions of civil defense plan structure, its development and approval."
